I attempted downloadingt from a BUNCH of places that may work on this setup. At the end of the day however you will have to download this driver direct from the device Manufacturers website. In my case, that manufacturer was Realtek, and the model of NIC card that was not responding is the Realtek RTL8101 PCI-E card. Even with the real manufacturers driver thats specific to windows server 2008, windows wouldnt take it because it was 'assuming' the current driver is the right one.

Heres what I did to solve: 1) I the device manager 2) i right clicked my NIC and chose update driver software 3) in the wizard that appears you pick the option that lets you browse your computer for file 4) in the next step of the wizard choose 'Let me pick.' Which will load all the pre-installed windows drivers for all other manufacturers of NIC cards. 5) Pick a different cards' drivers to install, and follow-through on that installation. 6) immediately after installing the obviously erroneous driver, repeat steps 1-3 and instead of picking from the pre-loaded drivers, this time browse your way to the original drivers you download from the manufacturers website (in my case the REalteak 8101 driver) 7) do the installation and VOILA problem solved. It almost seemed like windows was stubbornly holding onto the old driver no matter how right the new driver you were attempting to put in was. So in point blank you install a wrong driver from the list of pre-installed drivers, so that when you get around to installing the driver you downloaded from Realtek, windows has no choice but to follow through correctly.
